Director – Well Integrity

The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia’s independent expert regulator for health and safety, structural integrity, well integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters and in coastal waters where regulatory powers and functions have been conferred.

NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.

Role:

NOPSEMA is recruiting an experienced Director – Well Integrity to join its Perth Office on an ongoing (permanent) basis.

The Director – Well Integrity provides strategic and technical leadership on well integrity matters and leads a team to deliver regulatory outcomes across the offshore energy lifecycle. The role operates collaboratively to ensure a consistent, risk-based regulatory approach and is part of the Regulatory Operations Leadership Team.

The Director plays a key role in supporting the integration of well integrity into the Regulatory Operations lifecycle model and will contribute to a period of organisational transformation.

The role reports to the Executive Director – Regulatory Operations (Well Integrity and Risk-Based Regulation).

Key Responsibilities:

The key responsibilities of the role include:

• leading and managing a team to deliver regulatory outcomes, including assessment of well-related submissions, inspections, and investigation of incidents.

• ensuring regulatory decisions are consistent, defensible and aligned with NOPSEMA’s risk-based regulatory framework.

• providing and overseeing specialist technical advice on well integrity and well operations to internal decision-makers and external stakeholders.

• supporting the integration of well integrity across the offshore energy lifecycle, including decommissioning and late-life asset management.

• implementing and improving procedures, guidance and regulatory tools to support effective and consistent decision-making.

• building and maintaining effective relationships with internal stakeholders, industry titleholders, and other government agencies.

• leading and developing staff capability, ensuring high performance and delivery of timely, high-quality regulatory outcomes.

What are we looking for?

An experienced leader with technical expertise in well integrity and a demonstrated ability to operate effectively in complex, regulatory or industry environments. You bring sound judgement and apply a structured, risk based approach to decision-making.

A proven ability to lead teams to deliver high-quality outcomes, including through periods of change. You set clear direction, manage competing priorities, and build team capability to achieve consistent and timely regulatory outcomes.

Experience applying and interpreting regulatory frameworks and can translate this into practical, defensible advice. You are confident navigating ambiguity and balancing technical, regulatory, and operational considerations.

An effective communicator with well-developed stakeholder engagement and influencing skills. You establish credibility quickly, communicate complex issues clearly, and build productive relationships with internal and external stakeholders.
