Regulatory Specialist – Carbon Capture and Storage

The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia’s independent expert regulator for health and safety, structural integrity, well integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters, and in coastal waters where regulatory powers and functions have been conferred.

NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.

NOPSEMA is seeking an experienced Regulatory Specialist – Carbon Capture and Storage in the Strategic Regulation and Improvement Division in the Perth office.

About the role:

As a Regulatory Specialist – Carbon Capture and Storage (CCS), you will play a senior role in shaping and enhancing NOPSEMA’s capability to regulate offshore CCS projects, with a strong focus on repurposing and life extension of existing offshore infrastructure.

You will lead the development and continuous improvement of core processes, systems and procedures aligned with the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (Cth) and associated Regulations.

The role holder will interact closely with specialists from NOPSEMA’s well integrity, safety and environment teams to ensure comprehensive regulatory oversight across CCS operations.

Working with the Director, Strategic Regulatory Advice, you will provide high level technical and regulatory input into assessments, inspections, investigations and enforcement activities across the CCS lifecycle. You will provide authoritative advice on CCS project safety and integrity, including repurposing of petroleum assets for CO₂ service, life extension, decommissioning, and risk management of major accident events.

A key part of the role is to build and maintain strong relationships across NOPSEMA, other regulators and government agencies, industry operators, and international stakeholders. You will represent NOPSEMA in external forums, engage with industry to promote best practice, and support regulatory improvement, guidance and harmonisation activities with other jurisdictions.

About you:

We are seeking a seasoned regulatory or technical specialist with substantial experience in one or more of the following:

• offshore infrastructure structural integrity or life extension;

• repurposing petroleum infrastructure for CO₂ service;

• projects handling high concentration CO₂;

• objectives based risk assessment of major accident events; or

• operations within a regulatory authority or major hazard industry.

Your background will likely be in offshore or downstream petroleum, CCS, or a closely related high hazard sector, and you will bring a strong understanding of relevant technical standards and codes.

You will have demonstrated experience developing guidance, operating procedures and/or systems that support regulatory or business operations, ideally in complex, high risk industrial environments.

Strong interpersonal, written and verbal communication skills are essential, with the ability to engage credibly with senior stakeholders across government, industry and the broader CCS community, including international counterparts.

Experience in the design of offshore petroleum or CCS projects will be highly regarded, as well as familiarity with the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (Cth) and associated Regulations.

This role may appeal to candidates with international oil and gas experience who are motivated to contribute to the safe and effective deployment of CCS in Australia’s offshore environment.
